Incentives & Financing

Business development is important to the continued economic health of the City of Westminster.  To that end, the city provides assistance to facilitate business relocations and expansions.  The city evaluates company qualifications for assistance packages based on a combination of the following considerations:

  • Primary employer
  • Above average wage levels
  • Fulfills a strategic objective of the city
  • Financial health
  • Number of employees
  • Size of capital investment

Potential city assistance includes:

  • Rebates of building permit fees to reduce construction costs.
  • Rebates of use taxes on construction to minimize costs during development.
  • Rebates of sales & use taxes generated by investments in furniture, fixtures and equipment to assist projects in becoming successful during early years of operations.
  • City grants and scholarships for small businesses with less than 50 employees to support investments in equipment and job training.
  • In-house advocacy by the Economic Development staff to facilitate development review and permitting processes to move projects to completion quickly and cost effectively.
  • Assistance pursuing county personal property tax rebates and state incentive and job training grant programs.

Business Facade and Site Improvement Program

The City of Westminster offers businesses and owners of commercial property matching grants with which to improve property within the south Westminster area, generally bounded by 68th and 80th Avenues, and Clay and Raleigh Streets.

The program generally provides a dollar of City match for every dollar spent by the applicant up to a maximum City contribution of $5,000. The City contribution may be higher depending on special circumstances on a case-by-case basis.

The funds can only be used on eligible improvements including re-facing or repainting buildings, landscaping, and signage. Asphalt repair or replacement and roofing are not eligible activities.

Enterprise Zones

The Colorado Enterprise Zone (EZ) Program was created by the Colorado Legislature to promote a business friendly environment in economically distressed areas by offering state income tax credits that incentivize businesses to locate and develop in ‐ and non‐profit organizations to assist with the needs of ‐ these communities. Westminster has two areas designated as Enterprise Zones.
