    Hall joins Westminster as Economic Development Director

    John Hall takes the reigns in Economic Development on July 13.

    The City of Westminster recently announced the hiring of John Hall as the city’s new director of Economic Development.

    Hall previously served as director of Economic Development and Urban Renewal Director for the Town of Parker. Prior to that he was business development officer for Westminster.

    “I’m excited about my return to Westminster,” said Hall. “I know the community well and the opportunities it presents for economic development, and I am looking forward to help achieve what I see as a bold new vision.”

    Hall begins his duties on July 13. He replaces Susan Grafton, who spent nearly 25 years leading economic development efforts for the city.

    “We will miss Susan’s dedicated professionalism and service to our city,” said Westminster Deputy City Manager Jody Andrews. “We’re fortunate to have someone of the caliber of John Hall to step in and bring his economic development expertise to our team.”

    Hall has 25 years of experience in economic development and private land use development consulting. His expertise includes multiple phases of economic development, including primary business attraction and retention, small business development, marketing, policy development and analysis, program development and administration, strategic planning, retail recruitment, land development and incentive negotiations, business development and assistance, target industry analysis, strategic planning, program impact assessment, and industrial location.

    In addition to times with Parker and Westminster, Hall has served as business recruitment officer for the Portland Development Commission, business development coordinator and Enterprise Zone program manager for the State of Oregon, and senior associate for Leland and Hobson Economic Consultants. He has also engaged in teaching and conducted research in economic development at the university level.

    Hall holds a bachelor's degree in economics from Willamette University in Oregon and a master's degree in economics from Portland State University in Oregon.
