    Construction Activity Picking Up at Downtown Westminster site

    Roadways and utilities to be installed by mid-2016
    The intensive activity is part of the Phase 1 construction for roadways and utilities on the 105-acre project. The work is on a tight timeline for completion in mid-2016 so construction can begin on the first new buildings.
    Much of the work is on the site itself, with crews speeding to get underground utilities installed before more visible work begins on roadways, sidewalks and even street lights. But a major project along 88th Avenue is also impacting traffic for the next few months.
    The project involves installation of both wastewater and stormwater lines along 88th Avenue from just east of Harlan to Sheridan. The lines are being installed on the north side of 88th Avenue at a depth of 25 feet. This project will complete an important upgrade to the wastewater and stormwater systems in the area. It will also provide a vital connection for the utilities being installed as part of the Downtown Westminster project.
    “This important work represents an incredible investment in the site,” said Deputy City Manager Jody Andrews. “It is a big step in the construction of our new downtown, and it sets the foundation for our development partners to begin their work.”
    The city also recently approved an agreement with Opus Design Build to build a four-story parking garage on a parcel just east of the JC Penney store. The garage, the first of two that will be built as part of the first phase of development, will provide parking for more than 600-800 vehicles and will include a second-story pedestrian bridge directly into the JC Penney store. Construction on the garage is expected to begin in mid-2016 and be complete in early 2017.
    Westminster previously announced developments that include a 40,000-square-foot Alamo Drafthouse Cinema that will be part of a mixed-use block of development on the western side of the new downtown. In addition, the city is working with Sherman Associates, a Minneapolis-based developer, to bring a mix of residential and retail to three blocks on the site.
    Construction on those projects is expected to begin later in 2016 after the major utility and roadway project wraps up.
