Meet our staff

John L. Hall 

Economic Development Director

Contact John:

John has 25 years of experience in economic development and private land use development consulting. His expertise includes multiple aspects of economic development, including primary business attraction and retention, small business development, retail recruitment, marketing, policy development and analysis, strategic planning, land development and incentive negotiations.
He previously served as Economic Development and Urban Renewal Director for the Town of Parker, Colorado. Prior to that he was business development officer for Westminster. In addition to times with Parker and Westminster, he has served as business recruitment officer for the Portland Development Commission, business development coordinator and Enterprise Zone program manager for the State of Oregon, and senior associate for Leland and Hobson Economic Consultants in Oregon. He has also engaged in teaching and conducted research in economic development at the university level.
John holds a bachelor's degree in economics from Willamette University in Oregon and a master's degree in economics from Portland State University.

Jenni Grafton
Economic Development Coordinator

Contact Jenni:
Jenni joined the City of Westminster Economic Development Office in 2016, transferring from the Community Development Department and bringing experience in urban design, plan review, and development services.  Her primary focus is on redevelopment efforts in the Westminster Station TOD area and coordinating the City’s affordable housing policy and strategy initiative.  Her expertise includes design project management, public policy development, sustainability practices, and urban infill projects.

She has previously served as the design project manager for Habitat for Humanity of Metro Denver and worked with the City of Commerce City as a city planner.  Additionally, Jenni taught in the College of Design at Iowa State University, where she led studios in the core design program, as well as urban and ecological design specialties.  Prior to ISU, Jenni also taught at the University of Colorado in the College of Architecture & Planning, as well as online for the University of Hawaii.

Jenni is an accredited LEED professional with a specialty in Neighborhood Development.  She holds Master’s degrees in both Architecture and Urban Design from the University of Colorado with a certificate in Historic Preservation and a Bachelor’s degree in Psychology from the University of Colorado.

Christopher Gray

Economic Development Officer

Contact Chris:
Christopher Gray joined the City of Westminster Economic Development Office in 2011. Chris’s core responsibility is to operate the business attraction function of the office.

Chris has extensive experience in the Denver metro economic development market having served in business development capacities with the Metro Denver Economic Development Corporation, the Aurora Economic Development Council and the Mid-America Manufacturing Technology Center at Colorado State University.  He has also coordinated aerospace industry outreach for Metro Denver WIRED, a strategic workforce development program and served as Director of the San Luis Valley Economic Development Council.

A native of the Cleveland, Ohio area, Chris holds a Bachelor of Arts degree in Economics from Northwestern University, and a Master of Public Administration from the University of Colorado/Denver.

Carol Parkin

Economic Development Executive Assistant

Contact Carol:
Carol has worked for the city since 1997.  She has an excellent understanding of who to contact for information within the city.  In Economic Development, she provides staff support and office administration by handling inquiries, scheduling and planning meetings, transcribing minutes, paying bills, and other secretarial duties.  Her expertise includes English composition, writing, and transcription.
